19 of the Russian's 21 victories have been achieved on hard courts
A revitalized Medvedev claimed his first championship for over two years with success over Frenchman Moutet in the tournament final.
Medvedev, a ex- top-ranked player, has endured a torrid period, managing just one match at the major tournaments and undergoing a setback at the New York tournament.
Medvedev's inconsistency on the ATP Tour - and struggles with his serve in particular - caused him dropping out of the world's top 10 and eventually splitting with long-term mentor Gilles Cervara.
Currently collaborating with his coach and his other coach, he has steadily improved in the recent weeks - climaxing in a tightly fought three-set victory over opponent Corentin Moutet.
This represents the player's first title since the Italian tournament and first on a hardcourt since March of that year.
The win also means he has secured twenty-one victories at 21 different events.
"This marks the first occasion I'm at a tournament with my two daughters at once, so to secure a championship is especially meaningful," said ranked player the champion.
"This title is in dedication of my second daughter her name, because the maiden victory I achieved when my older daughter Alisa was delivered was for her."
Medvedev, the past champion, had failed in his previous six finals, comprising in Halle previously this season.
His defensive play style and recurring reactions on court had led commentators to question if his skill to perform at the elite level was over.
However the 29-year-old has implemented adjustments in the past month, making an effort to advance forward and compete assertively, supported by an enhanced service.
He recovered from a disadvantage in the initial set against the tricky opponent, securing four of the concluding five games to gain the advantage.
The pair exchanged service breaks in the following set before the challenger, bidding for his initial professional championship, seized the initiative to force a decider.
Moutet rescued four initial opportunities in a close final set before Medvedev won the break to that score to close out the victory.
Appropriately, he secured the win with a rally at the net, with the Frenchman unable to control a volley after a lengthy match.
